上传文件夹，出现很多429，导致许多文件上传失败

在centos7.5上搭建的seafile服务器，在管理页面上传一个包含2000个文件的文件夹，在控制台看到错误日志：

Failed to load resource: the server responded with a status of 429 (TOO MANY REQUESTS)

然后会卡在saving的界面，如图：

查看文件中的文件，只有200多上传成功！
